How we decide pass / flag / block
- 01Any active SAM exclusion is a Blocking discrepancy.
- 02Expired or terminated exclusions are recorded as historical context, not blockers.
- 03Matches are confirmed against name + address + last-4 of SSN/EIN where available.

Source-down handling
When the authority is unreachable
SAM API rate limits are handled with exponential backoff. If unrecoverable, the field is marked stale and packets requiring fresh SAM are blocked until resolved.
