How we decide pass / flag / block

    Any active SAM exclusion is a Blocking discrepancy.
  2. 02
    Expired or terminated exclusions are recorded as historical context, not blockers.
  3. 03
    Matches are confirmed against name + address + last-4 of SSN/EIN where available.

Source-down handling

When the authority is unreachable

SAM API rate limits are handled with exponential backoff. If unrecoverable, the field is marked stale and packets requiring fresh SAM are blocked until resolved.
