How we decide pass / flag / block
- 01Any LEIE match is a Blocking discrepancy. Packets cannot be sent until cleared.
- 02Matches are scored against name + DOB + NPI + last-known address to avoid false positives.
- 03Reinstated providers must have a documented waiver date later than the exclusion date.

Refresh cadence
Daily, on publish
OIG publishes a monthly full list plus daily supplemental updates. UPP ingests both and re-screens all active providers within 24h of publish.
Source-down handling
When the authority is unreachable
If the OIG endpoint is degraded, the screen falls back to the most recent local list and the result is flagged with its list-version date.
