How we decide pass / flag / block
- 01Status must be 'Active' in every state where the provider claims to practice.
- 02Disciplinary actions are surfaced verbatim with the issuing board's citation.
- 03Interstate Medical Licensure Compact privileges are validated against the IMLC roster.
- 04Expiration within 90 days surfaces as Material.

Source-down handling
When the authority is unreachable
