How we decide pass / flag / block
- 01Registrar response is the authoritative source for U.S. graduates; FSMB/ECFMG is used for international graduates.
- 02If the registrar's degree date disagrees with attested data by >30 days, a discrepancy is opened.
- 03Closed or unaccredited institutions automatically flag the credential for human review.

When the authority is unreachable
